YOU MUST FOLLOW THESE INSTRUCTIONS
You are authorized to conduct placer mining activities throughout the State of Oregon within the terms and conditions described below:


   1). In order to protect aquatic resources, conduct placer mining only within the Oregon Department of Fish and Wildlife (ODFW) approved in-water work timelines for each waterway. If you have questions about the in-water timelines see: Timelines, or contact ODFW.

   2). Do not conduct placer mining in those waterways that are National Forest or Bureau of Land Management areas that are closed to mining. (See for more information.)

   3). Only the named person(s) on the application is/are authorized to work under his general authorization.

   4). Keep a copy of your authorization on site at all times during operation.

   5). You are authorized to do recreational or small scale placer mining only within the wet perimeter of the stream or on dry gravel islands surrounded on all sides by actively flowing water and in accordance with 141-089-0250 (eligibility requirements) and -0265 (conditions of issuance). Work on channel side banks (e.g. sluicing, etc.) is not allowed under this authorization.

   6). Year End Report Required: You must complete a report at the end of the year and send it to DSL prior to January 31 of each year that the General Authorization is valid. Fill in the Report Form and mail it to: Department of State Lands, 775 Summer Street NE, Suite 100, Salem, Oregon 97301-1279. Send us this report even if you did not conduct placer mining at any time during the previous year—for the amount of material excavated, write “0”.

   7). You must comply with all applicable local, state, and federal laws and regulations. Prior to initiating recreational and small-scale placer mining, you should consult with affected local land use planning agencies and public land managing agencies.

GENERAL AUTHORIZATION WITHIN ESSENTIAL SALMON HABITAT

•You may not remove/fill/alter more than 25 cubic yards of material per year from a stream designated as Essential Salmon Habitat and not more than 5 cubic yards per site.

•You may NOT construct permanent dams.
X

•You may construct a temporary dam if it:
  • Does not extend across entire width of the waterway and allows free passage of water in an amount sufficient to enable fish to travel unimpeded up/down the stream.

  • Creates only minimal area of impounded water necessary to operate your dredge.
X
  • Is removed upon completion of mining activity¸ unless otherwise instructed by DSL.
X

•You will keep your nozzling, sluicing, highbanking, or digging inside of the wet perimeter. (please see definition below)
X

•Under this authorization you cannot:
  • Extend the wet perimeter.
X
  • Disturb rooted or embedded woody plants regardless of their location.
X
  • Excavate from the streambank.
X
  • Use a highbanker beyond the wet perimeter.
X

•You may only move boulders, logs, stumps, or other woody material from the wet perimeter by hand and/or the use of non-motorized equipment. X

•When you are done, you must:
  • To the greatest extent possible, level all piles outside the main channel created by your activity.
X
  • Leave one open side on all furrows, potholes or other depressions outside the main channel to prevent fish entrapment.
X

•You must obtain landowner permission before operating.
X

•You must have a suction dredge waste discharge permit from DEQ.
X

•You must only operate within ODF&W’s in-water work period (if applicable). SEE IN-WATER CHART.

•You must comply with all applicable local, state and federal laws and regulations. X


•You may not dam or divert a waterway or obstruct fish passage. NA

•You will report the estimated amount of material you removed, placed or altered in each waterway you operated in during the preceding calendar year using the DSL’s website form. This report must be received by DSL no later than January 31st of each year that your General Authorization is valid.

The “wet perimeter” is the area of the stream that is underwater, or that is exposed as a non-vegetated dry gravel bar island surrounded on all sides by actively moving water at the time the activity occurs.
